Automation - Send email by JIRA Mailer
You need to setup a mailer for JIRA. see https://docs.atlassian.com/jira/jadm-docs-0710/Configuring+an+SMTP+mail+server+to+send+notifications
Choose trigger events
Enter JQL condition or expression condition
Choose Action template
Click on Save
Create an test issue and check rule logs
